The Medical (Therapy, Education and Research) Act (MTERA) is an opt-in scheme, where people can pledge their organs and tissues or specify those they wish to donate for the purposes of transplant, education or research after they pass away. By doing so, you can help give at least one patient waiting for a transplant another chance at life.
Use this Organ Donor Form (159KB) to opt-in.
If you have opted out of the Human Organ Transplant Act (HOTA) and wish to withdraw your earlier objection, you may do so at any time by filling up the form below. With this form, you may also choose to withdraw from donating specific organs.
Withdraw your objection here (314KB).

The National Organ Transplant Unit (NOTU) is dedicated to changing lives through organ and tissue donation and increasing awareness of the benefits of organ transplantation in Singapore. Click to find out more. Since the first deceased donor kidney transplant in 1970, the advent of science has opened up many more possibilities; organ transplantation has now expanded to the heart, liver, lungs and even tissues such as the skin, bone and corneas. This increase in the various organ transplant programmes led to the formation of NOTU, which oversees organ donation and transplantation activities on a national level.
NOTU acts as the liaison between national-level policies and the needs of the various transplant programmes: Developing and implementing the necessary strategic plans to achieve the targets for all stakeholders in organ donation and transplantation. | This includes but is not limited to offering learning opportunities for healthcare workers to understand more about the intricacies of the procedures involved in organ donation and transplantation.
Ensuring standard of practices in donation and transplantation, NOTU also carries out detailed audits of donor and recipient data, and monitors outcomes of donated organs and tissues.
NOTU is also involved in public awareness campaigns, to promote organ donation as a gift of life, which benefits the many who are suffering from organ failure.
Transplant coordinators under NOTU contribute to the national roster for organ donation duties. Coordinators speak to potential organ donor families about end of life issues involving the possibility of donation and other relevant information.
The National Organ Donor Registry is also under the purview of NOTU. Those who wish to donate their organs, tissues or bodies upon their death, under the Medical (Therapy, Education, and Research) Act (MTERA) may do so by submitting the Organ Donation Pledge Form to NOTU, and their details recorded in the Registry.
Similarly, people who wish to register their objection to the removal of kidneys, liver, heart and/or corneas upon death, under the Human Organ Transplant Act (HOTA) may do so by completing the Objection to Organ Removal Form and sending it to NOTU, whereupon the individual’s decision will be stored in the Registry.
